NIW 추천서는 몇 장이 적절할까? 많은 것보다 중요한 것은 ‘좋은 추천서’

EB-2 NIW(National Interest Waiver) 청원을 준비하면서 가장 많이 받는 질문 중 하나가 있습니다.

“추천서는 몇 장 정도 준비해야 하나요?”

많은 분들이 여기에 정답이 있다고 생각합니다. 3장, 5장, 혹은 10장처럼 일정한 기준이 있을 것이라고 기대합니다.

하지만 실제로 NIW 추천서는 숫자의 싸움이 아닙니다.

추천서가 많다고 해서 더 강한 NIW 케이스가 되는 것은 아닙니다. 오히려 많은 경우에는 핵심 내용을 정확하게 담은 소수의 추천서가, 비슷한 칭찬이 반복되는 다수의 추천서보다 훨씬 더 설득력 있게 작용합니다. 중요한 것은 추천서의 개수가 아니라, 각 추천서가 어떤 증거적 역할을 수행하는지입니다.

■ 추천서는 ‘인성 평가서’가 아닙니다

NIW 추천서에 대해 가장 흔하게 생기는 오해 중 하나는 추천서를 지원자의 성격이나 업무 태도를 평가하는 문서로 생각하는 것입니다. 많은 신청자들이 추천서를 통해 자신이 성실하고, 뛰어나고, 전문성이 있으며, 주변의 존경을 받는 사람이라는 점을 보여주려고 합니다.

하지만 NIW에서 추천서의 역할은 그것이 아닙니다.

USCIS 심사관은 신청인이 좋은 사람인지, 동료들이 함께 일하기 좋아했는지를 평가하지 않습니다. 추천서는 신청인의 과거 성과와 앞으로 미국에서 수행할 계획에 대해 제3자의 시각에서 설명하고 해석하는 자료입니다.

이 차이는 매우 중요합니다.

청원서 안에서 신청인과 변호사는 이미 각자의 역할을 가지고 있습니다. 신청인은 진술서와 증빙자료를 통해 자신의 경력과 목표, 역량을 설명합니다. 변호사는 제출된 자료를 정리하고 NIW 법적 기준에 어떻게 부합하는지를 구조화합니다.

반면 추천인은 다른 역할을 합니다. 신청인의 일이 왜 해당 분야에서 의미가 있는지, 외부에서는 그 성과를 어떻게 평가하는지, 그리고 왜 그 활동이 미국에 도움이 될 수 있는지를 설명해 주는 사람입니다.

그래서 추천서는 새로운 사실을 추가해서 가치가 생기는 것이 아니라, 신청인 스스로 설명하기 어려운 맥락과 의미를 제3자의 입장에서 보완해 준다는 점에서 중요한 증거가 됩니다. 좋은 추천인은 특정 성과가 왜 중요한지, 어떤 영향을 만들어냈는지, 그리고 향후 미국 내 활동이 왜 가치 있는지를 설득력 있게 설명할 수 있습니다.

■ 좋은 추천서 한 장이 평범한 추천서 열 장보다 나을 수 있는 이유

실무에서는 잘 작성된 추천서 한 장이 일반적인 추천서 열 장보다 더 큰 역할을 하는 경우가 있습니다.

예를 들어 첫 번째 사례를 생각해 보겠습니다.

신청인이 추천서 10장을 제출했습니다. 모든 추천서에는 “능력이 뛰어나다”, “성실하다”, “전문성이 높다”, “미국에서도 성공할 가능성이 크다”는 내용이 담겨 있습니다.

언뜻 보면 매우 강한 지원처럼 보일 수 있습니다. 하지만 실제 내용을 보면 대부분 비슷한 결론만 반복할 뿐, 구체적인 프로젝트, 측정 가능한 성과, 업계에 미친 영향, 미국에서의 향후 기여에 대한 설명은 부족합니다.

반대로 두 번째 사례에서는 추천서를 단 한 장 제출했습니다.

하지만 해당 추천서는 신청인의 업무를 실제로 잘 이해하는 사람이 작성했고, 구체적인 성과를 설명하며 왜 그것이 소속 기관을 넘어 의미가 있는지 분석했습니다. 더 나아가 신청인의 Proposed Endeavor가 미국에 어떤 실질적인 가치를 제공할 수 있는지도 연결해서 설명했습니다.

증거의 관점에서 보면 후자가 훨씬 강한 경우가 많습니다.

추천서는 단순히 ‘많은 사람이 지지한다’는 인상을 만들기 위한 자료가 아닙니다. 심사관이 왜 이 신청인의 일이 중요하고 주목할 가치가 있는지를 이해하도록 돕는 자료입니다.

■ 그렇다면 추천서는 몇 장이 적절할까?

여기에 정답은 없습니다.

적절한 추천서의 수는 케이스의 구조와 설명해야 하는 내용의 양에 따라 달라집니다.

어떤 신청인은 설명해야 할 핵심 성과가 몇 개 되지 않는 비교적 집중된 경력을 가지고 있습니다. 반면 어떤 신청인은 논문, 특허, 제품 개발, 리더십 경험, 상업화 성과, 융합 연구, 미국 내 복수의 계획 활동 등 다양한 내용을 설명해야 할 수도 있습니다.

추천서의 수는 결국 설명해야 하는 내용의 양을 따라가야 합니다.

과거 성과와 향후 미국 내 계획을 2~3장의 완성도 높은 추천서로 충분히 설명할 수 있다면, 그 이상의 추천서를 추가하는 것은 오히려 실익이 적을 수 있습니다.

반대로 서로 다른 관점에서 설명되어야 하는 성과가 여러 개 존재한다면 추가 추천서가 필요할 수 있습니다.

실무적으로 추천서를 넣기 전에 한 가지 질문을 해보는 것이 좋습니다.

“이 추천서는 기존 청원서 어디에서도 설명되지 않은 어떤 점을 입증하고 있는가?”

이 질문에 답하기 어렵다면, 해당 추천서는 실질적인 가치를 더하지 못하고 있을 가능성이 있습니다.

■ USCIS도 추천서가 유리하게 작성된다는 사실을 알고 있습니다

또 하나 고려해야 할 점은 USCIS 심사관 역시 추천서를 매우 많이 검토한다는 점입니다.

심사관들은 추천서가 대부분 신청인에게 유리한 방향으로 선별되고 작성된다는 사실을 잘 알고 있습니다.

그렇다고 추천서를 부정적으로 본다는 의미는 아닙니다. 다만 주관적인 평가보다 객관적인 분석을 담은 추천서에 더 높은 가치를 부여하는 경향이 있다는 의미입니다.

예를 들어 “이 신청인은 매우 뛰어나다”, “내가 본 사람 중 최고 수준이다”, “강력히 승인되어야 한다”는 표현 자체만으로는 설득력이 높지 않습니다.

왜 그렇게 평가하는지를 설명해야 합니다.

좋은 추천서는 의견보다 사실을 중심으로 구성됩니다.

무엇을 했는가, 왜 중요했는가, 어떤 문제를 해결했는가, 누가 혜택을 받았는가, 그리고 향후 미국에 어떤 기여를 할 수 있는가를 구체적으로 설명합니다.

추천서가 단순한 칭찬에서 설명 중심으로 이동할수록 증거로서의 가치도 커집니다.

■ 생각보다 중요한 요소, ‘읽히는 청원서’

신청자들이 종종 간과하는 현실적인 요소가 하나 더 있습니다.

심사관은 제한된 시간 안에 매우 많은 자료를 검토합니다.

물론 심사 속도는 케이스와 심사관에 따라 다르지만, 현실적으로 모든 증빙자료를 깊게 분석할 수 있는 시간은 제한적입니다. 따라서 자료를 어떻게 구성하고 전달할 것인지가 매우 중요해집니다.

추천서가 반복적이거나 지나치게 많아지면 오히려 전체 청원서의 효과를 떨어뜨릴 수 있습니다.

핵심 내용을 강화하기보다 정말 중요한 증거를 찾기 어렵게 만들 수 있기 때문입니다.

이것이 추천서를 적게 제출하는 것이 오히려 효과적인 경우가 많은 이유입니다.

집중도 높은 추천서는 심사관이 핵심 논리를 더 빠르게 이해하도록 도와주고, 실제 승인 판단에 영향을 주는 자료에 더 많은 주의를 기울일 수 있도록 만듭니다.

NIW 청원서의 모든 페이지는 심사관의 집중력을 두고 경쟁합니다.

가장 설득력 있는 청원서는 가장 두꺼운 청원서가 아니라, 가장 중요한 내용을 가장 명확하게 전달하는 청원서인 경우가 많습니다.

■ 결국 중요한 것은 ‘품질’입니다

NIW 추천서에서 목표는 개수가 되어서는 안 됩니다.

좋은 추천서는 세 가지를 동시에 해냅니다. 과거 성과를 설명하고, 그 성과를 미국 내 미래 활동과 연결하며, 신청인이나 변호사가 직접 작성하는 것보다 더 설득력 있는 제3자의 관점을 제공합니다.

어떤 경우에는 여러 장의 추천서가 필요할 수 있습니다.

하지만 어떤 경우에는 단 한 장의 훌륭한 추천서가 수많은 일반적인 추천서를 뛰어넘기도 합니다.

추천서는 NIW에서 원래 넣는 서류이기 때문에 존재하는 것이 아닙니다.

그 추천서가 없으면 설명되지 않는 중요한 내용을 보완하고, 심사관이 케이스를 더 정확하게 이해하도록 돕기 때문에 존재해야 합니다.

How Many Recommendation Letters Should You Submit for NIW? Why More Is Not Always Better

When preparing an EB-2 National Interest Waiver (NIW) petition, one of the most common questions applicants ask is: “How many recommendation letters do I need?”

In reality, NIW recommendation letters are not a numbers game.

A stronger NIW case is not necessarily the one with the largest stack of letters. In many situations, a smaller number of highly focused, evidence-driven recommendation letters can be significantly more persuasive than submitting a large volume of repetitive praise. The better question is not how many letters you have. The better question is whether each letter serves a specific evidentiary purpose.

Recommendation Letters Are Not Character References

One of the biggest misunderstandings about NIW recommendation letters is treating them as endorsements of personality or work ethic. Applicants often assume that recommendation letters exist to show that they are hardworking, intelligent, professional, or well respected. However, that is not the role these letters play in an NIW petition.

USCIS officers are not deciding whether the petitioner is a good person or whether colleagues enjoyed working with them. A recommendation letter is intended to provide explanation and interpretation of the petitioner’s accomplishments and future plan from another person’s perspective.

That distinction matters because the petitioner and the attorney already have their own roles in the petition. The petitioner can describe their own experience, goals, and qualifications through personal statements and supporting evidence. The attorney can organize legal arguments and explain how the evidence satisfies the NIW framework. A recommender serves a different function by helping explain why the petitioner’s work matters within the field and how others view its significance.

For that reason, recommendation letters often carry value not because they introduce new facts, but because they provide context that the petitioner cannot credibly provide alone. A strong recommender can explain why certain accomplishments matter, how the work has influenced others, and why the proposed endeavor may provide future value to the United States.

Why One Strong Letter Can Be Better Than Ten Weak Ones

In practice, one carefully developed recommendation letter accomplishes more than ten generic letters.

Consider two different scenarios. In the first scenario, an applicant submits ten recommendation letters. Each letter praises the petitioner as talented, dedicated, highly knowledgeable, and likely to succeed in America. The letters may sound supportive, but they largely repeat the same general conclusions without discussing actual projects, measurable outcomes, field-wide impact, or future contributions.

In the second scenario, the applicant submits a single recommendation letter written by someone who has meaningful familiarity with the petitioner’s work. Instead of broad praise, the letter explains specific accomplishments, describes why those accomplishments matter beyond the petitioner’s own organization, and connects the proposed endeavor to practical benefits for the United States.

From an evidentiary standpoint, the second approach is often stronger. The purpose of recommendation letters is not to create the appearance of support through volume. Their purpose is to help the adjudicator understand why the petitioner’s work deserves attention.

How Many Letters Are Actually Appropriate?

There is no universal answer because the appropriate number depends heavily on the structure of the case.

Some petitioners have relatively concentrated backgrounds with only a few major accomplishments that require explanation. Others may have broader records involving publications, patents, product development, leadership responsibilities, commercial implementation, interdisciplinary work, or multiple proposed activities in the United States.

The amount of recommendation evidence should follow the amount of explanation required.

If a petitioner’s prior work and future proposed endeavor can be clearly supported through two or three well-developed letters, adding additional letters may provide little value. On the other hand, if different aspects of the petitioner’s experience require explanation from different perspectives, additional letters may be appropriate.

A useful way to think about recommendation letters is to ask a simple question before including each one: what specific point does this letter prove that is not already proven elsewhere in the petition? If that question is difficult to answer, the letter may not be adding meaningful value.

USCIS Understands Recommendation Letters Are Written Favorably

Another important consideration is that USCIS officers review recommendation letters regularly and understand how these documents are typically prepared.

Officers generally recognize that recommendation letters are curated and written in a favorable manner for the petitioner. This does not mean recommendation letters are ignored or viewed negatively. Rather, it means that officers tend to assign greater value to letters that focus on objective analysis instead of subjective interpretation.

Statements such as “this applicant is exceptional,” “this individual is among the best I have worked with,” or “I strongly support approval” are not persuasive on their own unless the writer explains why those conclusions are justified.

Stronger letters spend more time discussing facts than opinions. They explain what the petitioner accomplished, why the work mattered, what problem it addressed, who benefited from it, and how the proposed endeavor may contribute to U.S. interests. The more a letter moves from praise into explanation, the more useful it generally becomes.

Why Readability Matters More Than Applicants Think

There is also a practical factor that applicants often overlook: adjudicators must review large volumes of information within limited time.

Although processing speed varies by officer and case complexity, immigration officers generally do not have unlimited time to study every exhibit in depth. That reality affects how evidence should be assembled and presented.

When recommendation letters become repetitive or overly long, they can reduce the overall effectiveness of the petition. Instead of reinforcing important points, they may make it harder for the adjudicator to identify the information that actually supports approval.

This is one reason why fewer recommendation letters are often more effective. A focused set of recommendation letters allows the adjudicator to absorb the strongest arguments more efficiently and spend attention on evidence that materially advances the case.

Every page in an NIW petition competes for attention. The most persuasive filings are often not the longest ones. They are the ones that communicate the most important ideas clearly and efficiently.

Quality Is the Strategy

For NIW recommendation letters, quantity should not be the objective.

The strongest recommendation letters usually accomplish three things at once. They explain past accomplishments, connect those accomplishments to future work in the United States, and provide objective context that is more credible than what the petitioner or their attorney draft.

Sometimes that requires several recommendation letters. Sometimes one letter can accomplish more than an entire stack of generic endorsements.

A recommendation letter should not exist simply because recommendation letters are expected in NIW cases. It should exist because it adds something meaningful to the petition and helps the adjudicator understand something that would otherwise be difficult to see.
